Selection procedures for foreign citizens to study in the Russian Federation fall within quotas limits set by Russian Federal Government decree of 8 October, 2013, No.891 pertaining to quotas for education of foreign nationals and stateless persons in the Russian Federation.
Foreign citizens and stateless persons (hereinafter referred to as foreign citizens) may receive education in the Russian Federation in accordance with international treaties with the Russian Federation and Federal law No. 273-FZ of December 29, 2012 ‘On education in the Russian Federation’ (hereinafter referred to as ‘The law on education’).
Guidelines for selection of foreign citizens for training fall within in the Russian Federal quota, as well as requirements determined by order of the Ministry of Scientific Education, of July 28, 2014, No. 844 ‘On ratification of the guidelines for selection of foreign citizens and individuals without citizenship for training within the established Russian Federal government’s quota for education of foreign citizens and individuals without citizenship in the Russian Federation’.
Specific selection guidelines regulate deadlines in the selection procedure.
Selection is carried out in two stages:
- The first stage includes the selection and admission of foreign citizens from a foreign country for training (hereinafter: candidates);
- The second stage of selection is carried out by Russian educational institutions prepared to accept candidates selected in the first stage.
Foreign citizens previously accepted to study in the Russian Federation who are completing current studies for the academic year, and wish matriculate to the next level of professional education, are selected in accordance with the foreign country quotas set for the current academic year.
