Registration at the place of temporary stay

The foreign students, who signed a tenancy contract for a designated dwelling at the University Student Hostel are only granted registration with the immigration authorities.

The students are registered at the place of temporary stay for the period specified in the tenancy contract, but no longer than five years.

The students registered at their temporary stay, do not need to de-register at their permanent place of abode.

There is no administrative fee for registration at the place of temporary stay.

A foreign citizen enrolled at the University and offered a place at the Student Hostel, shall conclude a tenancy contract for a designated dwelling at the Student Hostel of Peoples' Friendship University of Russia (RUDN University) co-signed by the Head of the Residential Services Department, and submit the following papers to the University Passport Office for registration at the place of temporary stay:

  1. an ID (passport);
  2. a copy of the passport (3–5 pages);
  3. the tenancy contract for a designated dwelling at the Student Hostel as the grounds for temporary stay (residence);
  4. an application for registration at the place of temporary stay (the form is available at the RUDN University Passport Office);
  5. an enrollment certificate issued by the Student Records Department, confirming the fact of studying, certified by the head of the department (RUDN University main building, room 223) – for bachelor’s/specialist’s and master’s students only.
  6. an extract from the order issued by the Department of Postgraduate Education, certified by the head of the department – for postgraduate students, residents and interns only;
  7. a photograph, 3 x 4 cm.

Extension of temporary stay

Upon expiration of the primary stay period, a foreign citizen or student who continues education at the University by taking a master’s programme, PhD course or residency training, shall submit to the RUDN University Passport Office the following set of papers:

  1. an ID (passport);
  2. a copy of the passport (3–5 pages);
  3. the tenancy contract for a designated dwelling at the Student Hostel as the grounds for temporary stay (residence);
  4. an application for registration at the place of temporary stay (the form is available at the RUDN University Passport Office);
  5. an enrollment certificate issued by the Student Records Department, confirming the fact of studying, certified by the head of the said department (RUDN University main building, room 223) – for bachelor’s/specialist’s and master’s students only;
  6. a reference and an extract from the order issued by the Department of Postgraduate Education, certified by the head of the department – for postgraduate students, residents and interns only;
  7. the previous registration form;
  8. a photograph, 3 x 4 cm.

Deregistration

A foreign citizen shall be deregistered at the place of stay in the following instances:

  1. departure of a foreign citizen from the place of stay upon the end of the registration period;
  2. departure of a foreign citizen upon the end of education;
  3. expulsion from the university;
  4. departure of a foreign citizen due to relocation and re-registration at a new address;

Rules of entry and departure of foreign nationals from countries of visa regime, having a multiple entry visa and the migration registration period for up to one year; or coming from visa-free countries (CIS) granted a migration registration period for up to one year.

The migration deregistration is performed by the migration registration authorities on the basis of information from the border control authorities and civil registry offices.

When leaving the Russian Federation, a foreign national shall return the detachable form of arrival notification stamped at the state border-crossing point.

Before leaving the Russian Federation, a foreign national shall notify the passport office about the date of his/her departure.

Upon returning to Moscow, all foreign nationals shall report to the passport office within one working day from the day of arrival, and submit relevant documents for migration registration.

The migration registration of foreign nationals with visa requirement is carried out at a local office of the Ministry of Internal Affairs for the period of validity of the existing multi-entry visa, upon presentation of the following documents:

  1. the passport and its copy;
  2. a copy of multi-entry visa;
  3. a new migration card and its copy;
  4. an application for migration registration;
  5. a filled-in notification form of a foreign national’s arrival.

Visa regime and visa-free stay

A foreign national staying in Russia who also has another citizenship shall be deemed by the Russian Federation only as a Russian Federation citizen. The citizens of this category are registered at the place of temporary stay, as other citizens of the Russian Federation, for the duration of their tenancy contract, but no longer than five years.

All documents (including University orders) shall regard personal citizenship. Article 6 of Federal Law 62 “On Citizenship of the Russian Federation” sets out that “…a citizen of the Russian Federation who also has another citizenship shall be deemed by the Russian Federation only as a Russian Federation citizen, except for the cases stipulated by an international treaty of the Russian Federation or a federal law.”

An international student, who has decided to change his /her specialty or repeat the course, can do it only within the limits of the current migration registration and validity of visa. Otherwise, the student shall leave the Russian Federation.

A foreign student who wants to transfer to another university can do so only by the referral from the Department of International Cooperation (for state-funded scholarships). The international students, who pay for their tuition, need to obtain a new single-entry visa before entering Russia, on an invitation of the university they are going to study at.

A foreign student expelled from the university for academic failure, a breach of contract etc. shall return to his/her home country. The education can be resumed once a new invitation is obtained.

A foreign student on an academic leave shall depart to his/her home country and return at a new invitation, except traveling abroad is medically contraindicated, which is confirmed by a corresponding entry in the order.
