Enrollment of foreign citizens and stateless persons

Rules for admission to RUDN University for Bachelor’s, Specialist’s and Master’s programs for the 2021/2022 academic year (Rector’s Order No. 664 of October 29, 2020)

Foreign citizens and stateless persons have the right to receive higher education at the expense of budgetary appropriations in accordance with international treaties of the Russian Federation, federal laws or the quota established by the Government of the Russian Federation for the education of foreign citizens and stateless persons (hereinafter — the quota for the education of foreign citizens), as well as at the expense of individuals and legal entities in accordance with contracts for the provision of paid educational services.

Quota admission of foreign citizens is carried out upon referrals of the Ministry of Education and Science of Russia and is registered by a separate order (orders) of the organization.

Foreign citizens who apply to university on the basis of international treaties, in addition to the documents specified in Paragraph 46 of the Rules, submit documents confirming their referral to the category of persons specified in relevant international treaties.

Foreign citizens and stateless persons who are compatriots living abroad, in addition to the documents specified in Paragraph 46 of the Rules, submit originals or copies of documents provided for in Article 17 of the Federal Law of May 24, 1999 No. 99-FZ “On the state policy of the Russian Federation in relation to compatriots living abroad”.

Compatriots living abroad, who are not citizens of the Russian Federation are not subject to special rights when enrolling in Bachelor’s and Specialist’s programs provided in accordance with Federal Law No. 273-FZ, unless otherwise provided by an international treaty of the Russian Federation.

When admitting foreign citizens and stateless persons to study in Bachelor’s, Specialist’s and Master’s programs to contractual places (paid educational services), the University evaluates the portfolio presented by a foreign citizen, taking into account the following criteria:

The applicant provides documents confirming the receipt of the results of the assessment of the portfolio of a foreign citizen.

Since the list of entrance examinations for foreign citizens and stateless persons established by the University differs from the list of entrance examinations for other persons, the University independently allocates the number of competitive places for foreign citizens and stateless persons and holds a separate competition for these places.

When applying, a foreign citizen or stateless person indicates in the enrollment application the details of an identity document, or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002, No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” (hereinafter — a foreign citizen’s ID), and provides, in accordance with Subparagraph 1 of Paragraph 68 of the Rules, the original or a copy of ID, citizenship document, or an ID of a foreign citizen.

For admission, a foreign citizen, a stateless person submits an application for consideration by the selection committee (can be submitted in a foreign language if the language of instruction for this higher education program is foreign) of the established form and the following documents:

  • a copy of a document on education of the established form, or a copy of a document of a foreign state on education or on education and qualifications in the event that the education certified by this document is recognized in the Russian Federation at the level of the corresponding education in accordance with Article 117 of the Federal Law of December 29, 2012, No. 273-FZ;
  • a duly certified translation into Russian of a document on education of the established form or a document of a foreign state on education or on education and qualifications and annexes thereto (if the latter is provided for by the legislation of the state, in which such a document on education was issued);
  • documents confirming personal achievements of the applicant, the results of which are taken into account when applying for training in accordance with the admission rules approved by the University;
  • a copy of the medical report on the absence of contraindications for studying in the Russian Federation and on the absence of HIV and AIDS;
  • 4 photos 3 × 4.

Applicants have the right to submit an admission application with the attachment of the necessary documents in electronic form through the electronic information system of the University by e-mail.

When applying for enrollment, a foreign citizen submits the originals of the above documents, a copy of the visa to enter the Russian Federation if the foreign citizen arrived in the Russian Federation on an entry visa, and the referral of the Ministry of Science and Higher Education of the Russian Federation (for quota students, within the limits established by the Decree of the Government of the Russian Federation on October 8, 2013 No. 891).

The family, first name and patronymic (if any) of the applicant indicated in the translations of the submitted documents must correspond to the family name, first name and patronymic (if any) of the applicant specified in the entry visa.

Foreign citizens entering under contracts with payment of tuition fees by individuals and (or) legal entities submit documents from April 01, 2021 till September 29, 2021 for full-time and part-time programs, and till November 26, 2021, for distance programs.

Foreign citizens can submit documents to supplementary education programs at the Faculty of the Russian Language and General Education Disciplines (Preparatory Faculty) throughout the academic year.

For foreign citizens entering university within the quota established by the Government of the Russian Federation in accordance with the Decree of the RF Government of 08.10.2013, No. 891 “On the establishment of a quota for the education of foreign citizens and stateless persons in the Russian Federation”, documents are accepted within the time limits established by the Ministry of Education and Science of Russia and other authorized organizations.

Enrollment of foreign citizens entering university within the quota established by the RF Government in accordance with the Decree of the RF Government of 08.10.2013, No. 8 91 “On the establishment of a quota for the education of foreign citizens and stateless persons in the Russian Federation” is carried out upon referrals of the Ministry of Education and Science of Russia in the manner and within the time frame established by the Ministry of Education and Science of Russia.

Admission of foreign citizens entering educational programs of higher education for training under contracts with payment of tuition fees by individuals and (or) legal entities is carried out through an exam in the format of a competitive selection of foreign citizens by evaluating the portfolio provided by a foreign citizen.

Foreign citizens from far abroad and Turkmenistan are invited on the basis of confirmation of the fact of payment of the preliminary agreement to the account of RUDN University / branch before the arrival of the foreign citizen at RUDN University.

Enrollment of foreign citizens in full-time and part-time programs is carried out until October 01, 2021, for distance programs — in the period established for citizens of the Russian Federation.

Enrollment of foreign citizens at the Faculty of the Russian Language and General Education Disciplines (Preparatory Faculty) is carried out throughout the year.

Admission of foreign citizens and stateless persons to study in educational programs containing state secret information is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.
