State and Municipal Management

About Profession

 Master's degree program 38.04.04 “State and municipal management” is designed to train managers of high qualification, ready to do scientific research, educational and practical work individually in the organs of legislative, executive, judicial power, local government, strategic planning and forecasting centers, situation center, political organizations, mass-media, non-governmental and non-profit organizations, business-structures implementing different projects (innovative among them) based on principles of  governmental-private partnership. 

Educational Process

Within the program students acquire necessary knowledge and skills for successful work in the field of state and municipal management, local government and in some related sector organizations: budget and public sector organizations, non-profit organizations, international organizations and international governing bodies, business-structures implementing different projects based on principles of governmental-private partnership.

Practices-oriented and project-oriented training: small training groups study real objects in practice (cities, municipal entities) and work out development programs.

Disciplines

Among professional (master) disciplines students are trained:

“Theory and mechanisms of modern state management”, “Legal groundwork for State and municipal management”, Municipal management and local administration”, “State and municipal finances”, State management of social-economic development”, “Management sociology and social management”, “Comparative state management”, “Urban studies” and others.

Practical Training

Students do an internship on all the levels of municipal and state power structures in:

• district councils;
• municipalities;
• prefectures;
• State Duma of the Russian Federation;
• committees and ministries of the RF.

A part of students (mostly nonresident students) do their internship in territorial entities.

We adhere to the principle of academic mobility. Students can do an internship and traineeship in leading Russian and foreign higher education institutions and academic organizations.

The program is implemented in cooperation with Shandong University (China).

During training students can do their internship in foreign higher education institutions which the department of state and municipal management cooperate with:

• Twente university (the Netherlands)
• Grenoble university (France)
• Potsdam university (Germany)

Master's degree program is designed for people working or tend to work for:

• federal State government bodies;
• state government bodies of RF enteties;
• local gonernment;
• state and municipal institutes, budget organizations;
• civil society institutions;
• public sector organizations;
• non-profit organizations;
• international organizations and international governing bodies;
