Profession focus

Nowadays the partnership between business and the state is realized by concluding a state contract. A state contract is a contract for the supply of goods, services or works to ensure state or municipal needs provided by the budgetary legislation. Through procurement the state has an impact on the sectors of the economy and contributes to their development. The public procurement market, therefore, is a powerful instrument for regulating economic relations.

Public procurement affects the level of prices, incomes of private entrepreneurs interested in increasing the volume of production and the number of sales.  The private business sector is also involved to address social and economic problems through public procurement.

 In the recent decades, the problems of developing effective and competitive public procurement system have become a sharp focus, as the state has been actively engaged in the Russian economy. Thus it is essential to develop mechanisms for the public procurement market to match the developing Russian economy.

Learning process

From the very first year students are intensively immersed in the profession studying a full range of disciplines that involve a detailed study of certain practical areas for legal regulation of the contract procurement system, regulation of economic activity, putting an emphasis on entrepreneurs` relationship with state and municipal structures. The offered range of disciplines is proved by the relevant areas of public procurement system legal regulation, as well as by the relations developing in public procurement system in contemporary Russia.

In addition, the program also includes a small component of theoretical disciplines. They perform the following tasks: form the basis for the student's perception of practical disciplines, develop analytical skills necessary for the training of a modern lawyer and expand the range of legal outlook that allows a graduate to feel more confident in any area of legal work, develop independent legal thinking skills, professionally self-develop in the future.


Introduction to the theory of public economic law, Legal regulation of competition and monopoly in the Russian Federation; Provision of information security in public procurement; Current problems of administrative and financial law; Organization of public procurement; Administrative justice; Insurance in public procurement system; Legal regulation of public private partnerships; Legal regulation of taxation on organizations and individual entrepreneurs; Basics of forecasting the organization economic indicators; Organization of trades on e- trading platform; Economics of standard transactions; Customs law, etc.


Taking part in subject discussions, master classes of leading experts in the field of jurisprudence, participating in international competitions and communicating with prospective employers future specialists thus form professional competences. Students do annual internship in private campaigns, state bodies, ministries and departments, scientific organizations, as well as in legal departments of different organizations.


Programme graduates are qualified for work both in state bodies regulating the issues of public procurement and business activities, and in leading companies providing legal services in all areas of the public procurement system, including participation in the contract procurement system.
