Initial Registration for Citizens Arriving on Visa/ Visa-Free Basis

Migration registration for foreign citizens, or temporary registration, is a mandatory procedure for every foreign citizen arriving in the Russian Federation.

Registration of foreign citizens is completed upon provision of a dormitory room.

IMPORTANT! Foreign citizens with a visa must register for the first time within 7 working days of crossing the border. For citizens from visa-free countries, the registration period depends on the country of residence:

• Abkhazia, Azerbaijan, Moldova, South Ossetia, Georgia, Ukraine – 7 working days;
• Uzbekistan, Tajikistan – 15 calendar days;
• Armenia, Kazakhstan, Kyrgyzstan – 30 calendar days;
• Belarus – 90 calendar days.

Documents required for initial migration registration for foreign citizens with a visa:

1. Identity document, copy
2. Migration card, copy
3. Visa page, copy
4. Copy of parent’s ID, copy of birth certificate with translation (if the student is under 18)

Documents required for foreign citizens with a visa-free stay:

1. Identity document, copy
2. Copy of passport page with border crossing stamp
3. Migration card, copy
4. Copy of parent’s ID, copy of birth certificate with translation (if the student is under 18)
5. Study contract or referral from the Ministry of Education and Science (depending on the type of study), copies of these documents

The deadline for preparing a notification of a foreign citizen’s arrival is 14 business days.

How to request this service?

STEP 1
Download the application “RUDN University” from App Store/Google play or through browser lk.rudn.ru.

STEP 2
Log in with your RUDN ID account (corporate mail).

STEP 3
Go to “Services”, then “Multiservice Center”, then select “Registration”, then select from the list of services available for ordering “Initial Registration for Citizens Arriving on Visa/ Visa-Free Basis”.

STEP 4
Аttach scans of the following documents: passport, a page with the visa, migration card, detachable part of the notification of arrival of a foreign citizen (previous registration slip), copy of the fingerprinting document (green card), copies of certificates of medical examination for foreign citizens (with current dates), copy of a parent's passport of the student is under 18 years old.

STEP 5
Submit the application for the service and select a date to visit the RUDN MFC to collect the ready Notification of Arrival of a Foreign Citizen.

The processing time for the notification of arrival of a foreign citizen is 14 business days.

The ready document must be collected in person at the RUDN MFC by presenting an identity document (Rector's Order No. 11 dated 16.01.2024).

Note! Foreign students expelled from the University for academic failure, violation of contract terms, etc., are required to leave the territory of the Russian Federation within the validity period of their multiple-entry visa, but no later than 3 days after the expulsion order is issued, and may return to study with a new invitation.

Note! Foreign citizens residing at a private address or in other residential premises are also subject to registration by the owner of the premises. For this, it is necessary to contact the RUDN MFC to obtain a letter of petition to the local division of the OVM MVD of Russia (Main Directorate for Migration).
