The dissertation analyses political ideas and the diplomatic activity of J. Capodistria in the years of his service in the Ministry of Foreign Affairs of Russia. The research treats the political program of the diplomat and his project of the "universal union" and also attempts to realize it at the Congress of Troppau and the Congress of Laibach. The work reveals the role and the value of J. Capodistria in Russian foreign policy in 1809-1822.

The thesis is devoted to the study of the theoretical foundations of the doctrine of criminal liability and forms of its realization in accordance with the current Criminal Code of Somalia 1962. The paper proposes the author's definition of criminal responsibility, given the characteristics of the elements of criminal conduct, as reflected in the second Chapter of the criminal code of Somalia, analyzed all the forms of realization of criminal responsibility. The thesis formulated proposals to improve the Criminal Code of the Somalia in the part subjected to the research questions. The findings have theoretical and practical significance both for Somalia and for comparative law in other countries.

The thesis is devoted to the analysis of legal forms of promoting the interests of citizens and non-government organizations in the authorities of the Russian Federation. In this paper we detail the problem of the content and the ratio of the concepts of "public interest", "promotion of public interest", "lobbying", analyzed of the constitutional and legal bases and evolution of the Institute promote the interests of citizens and non-government organizations in the authorities, the proposals on improvement of legal regulation of activities to promote public interest in the authorities of the Russian Federation. Dissertation research results can be used in rule-making, enforcement and educational process.
Maintaining financial stability in the Eurozone: main challenges and measures

In this thesis the main features of the Eurozone’s regional financial system are revealed and special attention is devoted to the specificities of maintaining financial stability in the Eurozone. The provided analysis shows that economic imbalances between countries represent risks to financial stability and complicate policy effectiveness at the supranational level. On the basis of a complex analysis the author identifies the main factors affecting financial stability in the Eurozone. The performed study determined among these factors the following: the necessity of debt reduction for the countries, the change of the provided monetary policy, the consideration of heterogeneity in the Eurozone for inflation targeting and the maintaining of banking system stability. Practical recommendations for maintaining financial stability in the monetary union are proposed. The findings and conclusions can be useful for further investigations of European integration and for the development of strategies to improve the regional financial system of the Eurozone.

Particular attention is given to multi-criteria model construction of state's human resources assessment within sustainable development concept of China.
