  • V.M. Filippov is a member of the Steering Committee of the UNESCO "Education for all" program as a representative of the Central and Eastern European countries. Currently he is a member of the Steering Committee of the of UNESCO "Education 2030" Program;
  • 2014 - 2018 – The Chairman of the Council;
  • 2013 - present – The Chairman of the SCADT;
  • 2006 - 2009 – President of the International Organizing Committee for the UNESCO World Conference on Higher Education ; At the World Conference (Paris, July 2009) V.M. Filippov was elected president of the Commission for elaboration of the final Communiqué;
  • 2004 - present – Member of the Presidium of the Russian Academy of Education;
  • 2003 – Elected as Foreign member of the Ukrainian Academy of Education;
  • 2001 – Full member - academician;
  • 2000 – Elected corresponding member of the Russian Academy of Education; 
  • 1999 - 2009  – Member of the Supervisory Board of CEPES - UNESCO European Centre for Higher Education (Bucharest, Romania);
  • 1999 - 2008 – Member of the Governing Board of the Institute for Information Technologies in Education (UNESCO);
  • 1998 - 2002  – Member of the State Commission for Academic Degrees and Titles (SCADT) of the Ministry of Education and Science of the Russian Federation;
  • 1997 - present – Vice-president of the Eurasian Association of Universities;
  • 1995 - 1998 – Member of the Council of Europe Education Committee (RF representative);
  • 1994 - 1997 – Member of the working group of the Council of Europe/UNESCO on the elaboration of the CE/UNESCO Lisbon Convention (1997) on the Recognition of Qualifications concerning Higher Education in the European Region;
  • Member of the CIS Council on cooperation in the field of education;
  • Member of the Steering Committee on educational policy and practice of the Council of Europe;
  • 1993 - present – Member of the Presidium of the Council of Rectors of Moscow and Moscow region HEIs.
