Regulations for the admission of foreign citizens at the expense of the budget of the Russian Federation
The procedure for selecting foreign citizens to study in the Russian Federation within the quota established by the Government of the Russian Federation in accordance with the Decree of the Government of the Russian Federation of December 18, 2020, No. 2150 “On establishing a quota for the education of foreign citizens and stateless persons in the Russian Federation”
Foreign citizens and stateless persons (hereinafter — foreign citizens) have the right to receive education in the Russian Federation in accordance with international treaties of the Russian Federation and Federal Law No.
The procedure for selecting foreign citizens to study in the Russian Federation within the quota, as well as the requirements for them, are determined by the Order of the Ministry of Education and Science of Russia dated November 03, 2020, No. 1378 “On Approval of the Procedure for Selecting Foreign Citizens and Stateless Persons for Studying Within the Quota Established by the Government of the Russian Federation for the education of foreign citizens and stateless persons in the Russian Federation, as well as the requirements for them”. The specified Selection Procedure regulates the terms for the selection procedure.
The selection is carried out in two stages:
- The first stage includes the selection of foreign citizens on the territory of a foreign country for admission to training (hereinafter referred to as candidates);
- The second stage of selection is carried out by Russian educational organizations that are ready to accept foreign citizens for training from among the candidates selected at the first stage.
Foreign citizens who were previously admitted to study in the Russian Federation, completing their studies in the current academic year and wishing to continue their studies at the next level of professional education, must be selected in accordance with the specified procedure to continue their studies within the quota established by the foreign country for the current academic year.
