Medical certification and fingerprinting of foreign citizens and stateless persons on the territory of the Russian Federation

Medical certification and fingerprinting of foreign citizens and stateless persons on the territory of the Russian Federation

All foreign citizens who study in Russian universities and have arrived in the Russian Federation for a period of more than 90 days are required to undergo the procedure of fingerprinting, photography and medical check-up in one of the medical institutions in Moscow (defined by Decree of the Government of Moscow dated September 28, 2021, No. 1517-PP).

A foreign citizen comes to the medical check-up in person. You need an ID\ passport, visa (if available), migration card and registration.
If a foreign citizen does not speak Russian, an interpreter must be invited to the medical check-up.

Before urine tests, it is forbidden to use drugs that contain psychotropic, narcotic, hypnotic, analgesic, tranquilizing, bronchodilator and antitussive substances.

If a foreign citizen takes such substances regularly, he must notify medical workers about this and provide them with a prescription from the attending physician with an extract for the purpose of prescribing these drugs.

Based on the results of the check-up, a commission issues an official medical report on the state of health of a foreign citizen:

  • Certificate of medical examination of a foreign citizen;
  • Certificate of absence of HIV infection.

A medical certificate is issued to a foreign citizen in any case: both upon detection of dangerous infectious diseases and in their absence.

Medical certificates to foreign citizens on the absence of HIV infection are issued only if the infection is not detected.

The procedure is paid (4,100 Rbls) by the foreign citizen. The certificate is valid for one year.
