Medical certification and fingerprinting of foreign citizens and stateless persons on the territory of the Russian Federation
All foreign citizens who study in Russian universities and have arrived in the Russian Federation for a period of more than 90 days are required to undergo the procedure of fingerprinting, photography and medical check-up in one of the medical institutions in Moscow (defined by Decree of the Government of Moscow dated September 28, 2021, No.
A foreign citizen comes to the medical check-up in person. You need an ID\ passport, visa (if available), migration card and registration.
If a foreign citizen does not speak Russian, an interpreter must be invited to the medical check-up.
Before urine tests, it is forbidden to use drugs that contain psychotropic, narcotic, hypnotic, analgesic, tranquilizing, bronchodilator and antitussive substances.
If a foreign citizen takes such substances regularly, he must notify medical workers about this and provide them with a prescription from the attending physician with an extract for the purpose of prescribing these drugs.
Based on the results of the check-up, a commission issues an official medical report on the state of health of a foreign citizen:
- Certificate of medical examination of a foreign citizen;
- Certificate of absence of HIV infection.
A medical certificate is issued to a foreign citizen in any case: both upon detection of dangerous infectious diseases and in their absence.
Medical certificates to foreign citizens on the absence of HIV infection are issued only if the infection is not detected.
The procedure is paid (4,100 Rbls) by the foreign citizen. The certificate is valid for one year.

Photographing and fingerprinting takes place in the territorial department of the Ministry of Internal Affairs upon presentation of a medical certificate. The procedure is free and is carried out once at the place of migration registration.

All procedures must be completed within 90 days from the moment of crossing the border.
Foreign citizens who arrived in the Russian Federation before December 29, 2021, for purposes not related to labor activities, for a period exceeding 90 calendar days, are required to undergo fingerprint registration, photographing and medical check-up within 180 calendar days, from the date of issuance of amendments to law 115 — FZ, i.e. from 14.07.2022.
- Non-fulfillment by foreign citizens and stateless persons of the obligation to undergo mandatory procedures (mandatory state fingerprint registration, photographing and (or) medical check-up) within the established time limits entails a reduction in the period of their temporary stay in the Russian Federation.
- The period of temporary stay in the Russian Federation of foreign citizens is also reduced in cases provided for by the legislation of the Russian Federation. In relation to such citizens, a decision is made on the undesirability of their stay (residence) in the Russian Federation or a decision on non-permission to enter the Russian Federation, if the medical check-up has revealed the following:
- use of narcotic drugs or psychotropic substances without a doctor’s prescription or new potentially dangerous psychoactive substances;
- a disease caused by the human immunodeficiency virus (HIV) (with the exception of foreign citizens and stateless persons suffering from a disease caused by the human immunodeficiency virus (HIV), if these foreign citizens and stateless persons have family members (spouse, children (including adopted), parents (including adoptive) — citizens of the Russian Federation or foreign citizens or stateless persons permanently residing in the territory of the Russian Federation, and there are no violations of the RF legislation on the prevention of the HIV infection spread);
