Migration registration of students

Registration at the place of temporary residence

Registration is done only for those students who have signed a lease agreement with the University dormitory.

Registration of citizens at the place of temporary residence is issued for the period specified in the contract, but not more than 5 years.

Temporary registration does not require deregistration at the place of permanent residence.

The state duty for registration at the place of temporary stay is not charged.

A foreign citizen who has arrived at the University to study and got accommodation in a dormitory, concludes a lease contract with the Peoples’ Friendship University of Russia (RUDN) represented by the Head of the Department of Comprehensive Services for Residents and submits the following package of documents to RUDN Passport Department:

  1. ID (passport);
  2. A copy of the passport/ ID;
  3. Original and a copy of the lease agreement with the dormitory;
  4. Temporary residence application (the form can be obtained at RUDN Passport Department);
  5. Certificate from the Student Records Office, confirming the fact of education, certified by the Head of the Office (RUDN main building, Room 223) — for Bachelor/Specialist and Master students;
  6. Extract from the order from the Highly Qualified Personnel Training Department, certified by the Head of the Department — for postgraduate students, residents and interns;
  7. 1 photo, size 3×4.

Extension of the period of stay at the place of temporary stay for foreign citizens from non-visa countries (CIS)

A foreign citizen, after the expiration of the initial registration period, or willing to continue education at the University (master’s, postgraduate, residency programs) applies to RUDN Passport Department and submits the following package of documents:

  1. ID (passport);
  2. A copy of the passport;
  3. The original and a copy of the lease agreement;
  4. An application of the established form for registration at the place of temporary residence (the form can be obtained at RUDN Passport Department);
  5. A certificate from the Student Records Office, confirming the fact of education, certified by the Head of the Department (RUDN main building, Room 223) — for bachelor/specialist and master students;
  6. Certificate and extract from the order from the Highly Qualified Personnel Training Department, certified by the Head of the Department — for postgraduate students, residents and interns;
  7. Previous form of registration certificate;
  8. 1 photo, size 3×4.

Deregistration

Removal of a foreign citizen from registration at the place of stay is carried out in the following cases:

  • Departure from the place of residence upon expiration of the registration period;
  • Departure of a foreign citizen upon graduation;
  • Expulsion from the University;
  • Departure in connection with re-registration at a different address.

Rules for the entry and exit of foreign citizens — from countries with a visa regime of stay, with a multiple-entry visa and a migration registration period of up to 1 year; from CIS countries (visa-free stay), with a migration registration period of up to 1 year

Deregistration is carried out by the migration registration authorities on the basis of information from the border control authorities and civil registration authorities.

When leaving the Russian Federation, a foreign citizen submits a tear-off form of notification of arrival at border control at checkpoints across the State Border.

Before leaving the Russian Federation, a foreign citizen is obliged to inform the Passport Department about the departure date.

When returning to Moscow, all foreign citizens are required to come to the Passport Department within 1 (one) working day from the date of arrival, and submit documents for migration registration.

Migration registration of foreign citizens with a visa regime of stay is carried out by the territorial body of the Ministry of Internal Affairs.

Migration registration of foreign citizens with a visa regime of stay is carried out by the territorial body of the Ministry of Internal Affairs for the period of validity of the existing multiple-entry visa upon presenting the following documents:

  • ID / passport and its copies;
  • copies of a multiple-entry visa;
  • a new migration card and its copy;
  • applications for migration registration;
  • a completed form of notification of the arrival of a foreign citizen.

Visa and visa-free regime of stay

A foreign citizen residing on the territory of Russia, having two or more citizenships, one of which is Russian, is considered by the Russian Federation only as a citizen of the Russian Federation. This category of citizens is registered at the place of temporary residence as citizens of the Russian Federation for the duration of the concluded lease contract, but not more than for 5 years.

All documents (including Orders issued by the University) must correspond to the citizen’s nationality. The basis is Article 6 of the Federal Law-62 “On Citizenship of the Russian Federation”: “... a citizen of the Russian Federation who also has another citizenship is considered by the Russian Federation only as a citizen of the Russian Federation, except as provided for by an international treaty of the Russian Federation or federal law”.

A foreign student who decides to change major, repeat studies, can do this only within the terms of the current migration registration and visa. Otherwise, the foreign citizen has to leave the Russian Federation.

A foreign student who decides to transfer to another university can do this only if there is a referral from the Department of International Cooperation (budget form of education). With a contract form of education, a foreign citizen is obliged to arrive in the Russian Federation only if he has a new single-entry visa at the invitation of the university where he will study.

A foreign student expelled from the university for academic debt, breach of contract, etc., is obliged to go to his home country and return to study on a new invitation.

A foreign student who has taken an academic leave is obliged to leave for his homeland and return on a new invitation, except in cases where traveling abroad is contraindicated for medical reasons, about which there is a corresponding entry in the order.
