The Temporary Residence Permit for Studying

Having received a TRPS, foreign students will be able to stay in Russia for the entire period of study.

When transferring to another university or changing educational programs, the TRPS will remain valid. What matters is that the student keeps studying full-time, and for the new program to be approved with a state accreditation.

In the event of a transfer, the student will be required to send a package of documents to the Ministry of Internal Affairs within 30 calendar days, otherwise the TRPS may be annulled.

After graduating, the TRPS will be valid for an additional period of six months (180 days), during which it will be possible to apply for a Permanent Residence Permit without having to leave Russia.

In the event of expulsion, the TRPS of the student will be annulled. Having been expelled, the foreign citizen is required to leave Russia.

The TRPS can also be annulled for other reasons. For example, violating migration laws, receiving administrative fines, having a criminal record or showing symptoms of a dangerous infectious disease.

1. Two copies of the application form (given and filled out on the spot);
2. Passport of the applicant, or document of statelessness of the foreign citizen, or other ID documents recognized by the Russian Federation. The document must have at least 3 months of validity remaining from the moment of applying. The document must be translated and notarized in Russia;
3. Original and copy of the migration card;
4. Registration at the place of stay (the detachable part of “the notification of arrival”);
5. Certified copy of the license of the university to carry out educational work and certified copy of the certificate of state accreditation;
6. Tuition contract or certified copy of the referral from Ministry of Science and Higher Education of the Russian Federation;
7. Enrollment order at University;
8. Statement of absence of convictions for foreign citizens on visa basis. This document is not required from citizens on visa-free basis. The document cannot be older than 3 months, at the time of applying. The document can be requested at any MFC;
9. Medical certificates: psychiatrist’s report, HIV certificate, certificate of absence of infectious disease;
10. Russian language certificate or diploma of higher education at a Russian university;
11. 3 photos 35×45 mm on matte paper; the face should occupy 60% of the frame. The background of the image should be white, gray or light blue;
12. Payment invoice for government service, found by clicking the following (1600 rubles).

1. Birth certificate, Marriage certificate, Name change decree;
2. “Green card”, as a proof of having undergone the fingerprint registration procedure.

All documents submitted in a foreign language must be translated and notarized on the territory of the Russian Federation.

The document should be ready within 38 days (approximately 2 months.

Following the decision of the Ministry of Internal Affairs of the Russian Federation, foreign student can apply for the TRPS at the Multipurpose Migration Center of Moscow “Saharovo” (mc.mos.ru).

Additional information:

The student has to undergo this whole procedure by himself, or through private organizations, specialized in helping students apply for said service.

The student’s University WILL NOT take part in the procedure of applying for the TRPS, just as it does not take part in the procedure of applying for the TRP.

Moreover, it is speculated that in the future, the students will be able to submit the documents through the “Gosuslugi” website.
