The position of Human Rights Ombudsman in the Russian Federation was established in order to ensure guarantees of state protection of the rights and freedoms of citizens, their observance and respect by state bodies, local authorities and officials. The ombudsman is independent and not accountable to any state bodies and officials.Tatyana Moskalkova was awarded the Order of Honor, other state and departmental awards. On April 22, 2016, by the decision of the State Duma of the Federal Assembly of the Russian Federation, she was appointed Commissioner for Human Rights in the Russian Federation.
