Profession

A Public Administration specialist is one of the most demanded jobs in the labor market today. The work of a manager in public sector is very interesting, versatile, but highly responsible at the same time. The efficiency of any organization, from a small firm to the highest government bodies, depends on the quality of management decisions. It is on the quality education and professionalism of managerial staff that the successful development of cities, regions and entire states, as well as improving the citizens' welfare and quality of life depends. Graduates have key competencies that will later allow them to fulfil themselves in their future profession: managerial and administrative skills; economic and legal knowledge; general cultural competences; personnel management; team building and employee motivation; continuous learning and self-development. Graduates of the programme successfully find employment and build their career both in public authorities and in numerous organizations of the commercial and non-profit sector.

Educational Process

When implementing bachelor’s programme 38.03.04 “Public Administration” at the Faculty of Humanities and Social Sciences, an innovative training model is used: a competency-based approach; modularity; active, interactive and other modern learning technologies. Training under the bachelor’s programme involves the formation of special learning paths in 3-4 years:
— Public Administration;
— Urban and Municipal Development Management;
— Social Territorial Development Management; and
— Infrastructural Provision of Territorial Development.

Practice

Internships are structured in such a way that students consistently go through all levels of public administration structures in governments, municipalities, prefect's offices, State Duma of the Russian Federation, committees and ministries of the Russian Federation, Accounts Chamber of the Russian Federation, regional structures of the constituent entities of the Russian Federation.
In addition, the principle of student academic mobility is observed: internships and scientific internships in leading universities and academic institutions in Russia and abroad.
This programme is implemented in cooperation with Shandong University (China).
During the training period, it is also possible to have an internship at foreign universities, with which the Department of Public Administration cooperates:
— University of Twente (Netherlands);
— University of Grenoble (France); and
— University of Potsdam (Germany).

Career

The areas of activity where bachelor’s graduates in Public Administration (38.03.04) will be able to apply the acquired knowledge include public administration, as well as related areas of activity: civil society institutions, public and non-profit organizations, international organizations and governments, research and educational organizations and institutions.
