A specialist in public administration is an employee of the governing bodies who solves theoretical and practical issues of the organization's work; develops methods to improve efficiency; establishes internal and external relations of the organization to solve professional problems; determines the priorities of the field of activity, goals, objectives, ways and means of achieving socially significant results.
Graduates of the programme in Social Processes and Social Management have not only the desire to change the socio-economic life in the country for the better, but are also able to implement these plans based on the knowledge, skills and abilities acquired.
Educational Process
The logic of building a learning process is subject to the idea of a consistent and systematic formation of competencies a professional manager needs.
Mastering the programme allows students to focus on the study and analysis of social management which covers the entire space of human life: from the conditions of work and life, health and leisure to spiritual and moral education and national relations.
Teaching staff use active and interactive teaching methods, modern educational technologies in the training process. In the course of studying the disciplines, up-to-date data in public administration are used, an analysis of practical situations is carried out, which allows students to prepare for professional task implementation.
Involving practicing teachers, specialists in public administration in the learning process guarantees a mandatory connection between the theory and practical management activities.
The duration of the full-time master’s programme is 2 years 6 months.
Stable partnerships with foreign universities allow students to participate in exchange programmes, scholarship programmes and semester studies.
Practice
Students complete successively on-the-job, teaching, pre-degree internships. Work placement is aimed at applying the acquired knowledge in the areas of professional activity, allows students to develop practical skills and abilities. Teaching internships are completed at the Department of Public Administration and involve preparation for conducting training sessions. Pre-degree interships are linked to the analysis of the activities of state bodies, local governments, public organizations and institutions taking into account research interests and the topic of the master’s thesis.
The university and the department have a large number of concluded contracts, which allows providing students with internship sites taking into account their practical and research interests.
Career
Career development in government authorities is associated with compliance with qualification requirements, first of all, the level of professional education. For example, in the federal civil service, a prerequisite for filling civil service positions in the categories of heads, assistants (advisors), specialists of the highest and main groups of civil service positions is a degree not lower than of the specialist's, master’s level.
The obvious advantages of employment in this system are the creative nature of activities, interaction with people, stability, legal security, and transparency of career planning.
Legislation on public service defines the legal framework for entering the service and promotion, as well as the dependence of career development on the effectiveness of professional activity.
Graduates of the programme can be employed in state authorities of the Russian Federation, state authorities of the constituent entities of the Russian Federation, local governments, public enterprises and institutions, civil society institutions, public organizations, non-profit and commercial organizations, international organizations and international governing bodies, subdivisions for relations with public authorities and citizens.
