The purpose of the dissertation research is to study the modern system of state financial control in the Russian Federation and substantiate the directions of its improvement and modernization. The implementation of this goal implies the solution of the following main tasks: - clarify the content of the basic concepts of the theory of financial control on the basis of the systematization of the views of leading economists on the organization of the State Medical Fund in Russia; - supplement the system of principles of the State Pharmacopoeia, taking into account its effectiveness; - to justify the strengthening of the role and importance of the State Financial Fund in the conditions of the financial crisis and in the post-crisis period; - to argue the need to develop a new type of audit-state industry audit, taking into account the specifics and specifics of the development of individual sectors of the economy; - identify problems in the organization of financial control in the conditions of administrative reform and identify the main directions for improving and modernizing the GFC system; - Develop an algorithm for constructing an IS on the basis of an integrated approach to the organization of financial control; - to develop a Conceptual model of the branch Practice Base as an integral part of the Single Integrated Information and Economic Space (SIIES).

The purpose of the dissertation is to study the sustainability of a number of systemically important banks in the country, to develop a methodology for assessing the effectiveness of the mechanism for stabilizing their activities in a crisis and its practical application. To achieve this goal, the following research tasks are formulated: - specification of the economic category "system-forming bank" and the criteria for classifying a credit institution to this category; - Identification of differences in the concepts of stability, stabilization and the mechanism of stabilization and the identification of the main refinement of their signs; - Conducting a comparative analysis of foreign and Russian approaches to assessing financial soundness, including the methodology for assessing the financial condition of a credit institution, developed by the Bank of Russia; - analysis of the general state of the Russian economy and the banking sector in the context of identifying and systematizing the main factors destabilizing the activities of banks and the banking system as a whole in crisis conditions; - study of the sustainability of a number of backbone banks in conditions of instability and calculation of their performance indicators; - development of a methodology for assessing the effectiveness of the mechanism for stabilizing the activities of banks on the basis of interpolation polynomials using a package of mathematical programs MAShSAS! and its application for forecasting the dynamics of a number of performance indicators of the banks in question. The scientific novelty of the dissertation research is to identify the main factors that destabilize the activities of the country's banks in the crisis, determine the extent of their impact on the sustainability of the activities of the systemically important banks under consideration and develop a methodology for assessing the effectiveness of the mechanism for stabilizing the activities of banks.

The purpose of the dissertation research is to develop and substantiate the effective elements of the mechanism for increasing the effectiveness of the system of state financial and control activities. The goal set led to the following tasks: 1. To investigate the economic and organizational nature of the category "State financial control" 2. Investigate approaches to assessing the effectiveness of state financial control and conduct their testing using the example of the Federal Service for Financial and Budgetary Supervision and the Interregional Territorial Administration of the Federal Financial Monitoring Service in the Krasnodar Territory 3. On the basis of studying the historical experience of the formation of state financial control and the experience of developed countries, formulate and justify the ways to increase the efficiency of the system of state financial control 4. To formulate the principles, methodical approach of building the mechanism of an effective system of state financial control bodies, to justify the need for its application 5. To develop indicators of the effectiveness of the work of the state financial control authorities in the implementation of control measures. The object is the existing system of state financial control. The subject is the relations and relationships between bodies that carry out state financial control within their authority. The scientific novelty of the dissertation research is to develop and substantiate a set of measures designed to improve the mechanism for improving the effectiveness of the system of state financial control.

The formation and development of the international financial centers: theory and international comparisons

The research covers the main prospects for the development of the international financial centres (IFCs) and underlines their importance in the world economy. The author introduces interdisciplinary approach to identify the most promising IFCs using the macroeconomic, institutional and geographical tools, makes comparative analysis of the existing IFCs, as well as proposes methodology for assessing financial markets and IFCs, and also appraises the competitiveness factors of the IFCs. The thesis substantiates the positive impact of major financial centers on GDP growth and productivity in the economy, reveals the features of various IFCs, including North American, Asian and European. In the conclusion the author makes his forecast of the international financial centers development in the medium term. Based on the results of the analysis the author substantiates the lack of the fundamental prerequisites for rapid development of Moscow international financial center on the horizon for the next five years. The results and proposals obtained within the scope of the research may be utilized for the development of the new Road map for the formation of the IFC in Moscow and also for improving the WEF Global Competitiveness Ranking methodology.

The thesis provides an overview of theoretical approaches to health care systems reforming. It is aimed to solve the contradictions in the reduction and optimisation of total expenditure on health and the increase in life expectancy and also the quality of life with an comprehensive analysis of main tools of reforming in health care system in France, as well as to make the proposals using constructive French experience in reforming the economic and administrative mechanisms of the health care system in Russia. Results and conclusions of the thesis can be applied in a scientific study, development and improvement strategies and concepts of the national health system, along with the practical implementation of reforms in health care delivery and the financing of health care systems.

Improving the efficiency of public expenditures on the basis of the development of the public procurement

The thesis deals with modern approaches to improving the efficiency of public expenses, attention is paid to the efficiency of the public procurement. The author carried out the analysis of foreign systems of contract, the national system of public procurement and the use of the elements of the most successful foreign practices developed proposals for improving the efficiency of public spending through improving the efficiency of public procurement. Also the methodology for assessing the performance of the procurement activities of the state enterprise is presented. The results and conclusions of the thesis can be applied in a scientific study, development strategies of the national procurement system, used by the Federal bodies of state power of the Russian Federation in the refinement of organizational and legal bases and procedures of public procurement.

In this research the actual problem of the state entrepreneurship’s development and its anti-recessionary potential are considered. The use of existing experience of state regulation, entrepreneurship and measures to struggle against world crisis, for Russian economy, its use for realisation of postcrisis transformation in the country and for formation of effective state entrepreneurship sector of optimum scale provoke particular author interest. For achievement of research objectives the analysis of the basic theoretical approaches to definition of the state entrepreneurship is carried out, methods of valuation of its efficiency and various types of state entrepreneurship depending on the country or group of the countries are investigated. Besides, the anti- recessionary potential of state entrepreneurship sector in the world crisis overcoming conditions in the different countries is analysed and the forecast of development of this sector in Russia is offered.

The main features and institutional structure of the regional financial system of the Eurozone, the concept of financial stability of the Eurozone are defined in the dissertation. The reasons, stages, characteristics and consequences of the global financial crisis and the European debt crisis are analyzed. The experience of applying anti-crisis mechanisms and measures in the conditions of financial instability of the Eurozone has been studied. The factors determining the financial stability in the European currency area and the problems of implementing reforms have been determined. Practical recommendations have been developed to ensure the financial stability of the Eurozone, taking into account the peculiarities of the development of monetary and financial integration at the present stage.
