Enrollment of foreign citizens and stateless persons

Admission rules to RUDN University for training under bachelor's, specialist’s, and master’s degree programs for 2024/2025 academic year (Order No. 548 dated October 31, 2023).

Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.

Admission to study within the quota for the education of foreign citizens is carried out through referrals of the Ministry of Education and Science of Russia. Enrollment of foreign citizens within the quota for the education of foreign citizens is carried out by a separate order (orders) of the organization.

Foreign citizens who enter university on the basis of international agreements, in addition to the documents specified in Paragraph 46 of the Rules, submit documents confirming their status of the persons specified in the relevant international agreements.

Foreign citizens and stateless persons who are compatriots living abroad, in addition to the documents specified in Paragraph 46 of the Rules, submit originals or copies of the documents provided for in Article 17 of the Federal Law of May 24, 1999, No. 99-FZ “On the State Policy of the Russian Federation towards compatriots abroad”.

Compatriots living abroad and who are not citizens of the Russian Federation are not subject to special rights for admission to undergraduate and specialist degree programs provided in accordance with Federal Law No. 273-FZ, unless otherwise provided by an international treaty of the Russian Federation.

When foreign citizens and stateless persons are admitted to study in Bachelor’s, Specialist’s and Master’s programs in fee-paying places, the University selects foreign applicants by evaluating the portfolio, taking into account the following criteria:

The applicant submits documents confirming the receipt of the assessment results of a foreign citizen’s portfolio.

At admission of foreign citizens and stateless persons for training at the 1st year of the Institute of Medicine under bachelor’s degree programs “Nursing”, “Biology”, specialties “General Medicine”, “Dental Medicine”, “Pharmaceutical Medicine” for places under the contracts with payment of tuition fees for educational services, the University conducts an entrance test in the form of an interview (in the Russian/English languages).

Since the list of entrance examinations for foreign citizens and stateless persons established by the University differs from the list of entrance examinations for other persons, the University independently allocates the number of competitive places for foreign citizens and stateless persons and conducts a separate competition for these places.

When submitting documents, a foreign citizen or a stateless person indicates in the application the details of an ID or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal law of July 25, 2002 No. 115-FZ “On the Legal Status of Foreign Citizens in the Russian Federation” (hereinafter referred to as the ID of a foreign citizen), and provides in accordance with Subparagraph 1 of Paragraph 46 of the Rules, the original or a copy of the ID stating citizenship, or an ID of a foreign citizen.

For admission, a foreign citizen or a stateless person sends an application to the selection board (can be submitted in a foreign language if the language of instruction for this program is a foreign language) of the established form and the following documents:

  • a copy of the education document of the established form, or a copy of the education or education and qualifications document of a foreign state if the education certified by the specified document is recognized in the Russian Federation at the level of the corresponding education in accordance with Art. 117 of the Federal Law of December 29, 2012 No. 273-FZ;
  • a duly certified translation into Russian of the education document in the established form or an education or education and qualifications document of a foreign state and an annex to it (if the latter is provided for by the legislation of the state where such a document on education was issued);
  • documents confirming individual achievements of the applicant, the results of which are taken into account when applying for training in accordance with the admission rules approved by the University;
  • a copy of the medical certificate confirming that there are no contraindications for studying in the Russian Federation and that there is no (HIV) or AIDS;
  • 4 photos 3 × 4.

For admission, applicants have the right to apply submitting the necessary documents in electronic form through the electronic information system of the University by e-mail.

During enrollment, a foreign citizen submits the originals of the above documents, the original migration card, a copy of the visa for entry into the Russian Federation, if the foreign citizen arrived in the Russian Federation on an entry visa, and a referral from the Ministry of Science and Higher Education of the Russian Federation when being enrolled within the quota limits established by the Decree of the Government of the Russian Federation dated 18 October, 2020, No. 2150.

Surname, name and patronymic (if any) of the applicant, indicated in the translations of the submitted documents, should correspond to the surname, name and patronymic (if any) of the applicant, indicated in the entry visa.

The admission of the documents from foreign citizens enrolling for training under the contracts with payment of tuition fees by individuals and (or) legal entities begins on April 1, 2024, and ends: September 28, 2024, for full-time and part-time modes of education, November 26, 2024, for extramural mode of education.

The admission of the documents from foreign citizens to the programs of further education at the Institute of Russian Language (preparatory faculty) is carried out during the whole academic year.

Admission of foreign citizens applying for fee-paid educational programs of higher education (tuition fees paid by individuals and (or) legal entities) is carried out through competitive selection of foreign citizens by evaluating the portfolio provided by a foreign citizen.

At admission of foreign citizens enrolling in the educational programs of higher education of the Institute of Medicine under bachelor's degree programs “Nursing”, “Biology”, specialties “General Medicine”, “Dental Medicine”, “Pharmaceutical Medicine” for training under the contracts with payment of tuition fees by individuals and (or) legal entities an entrance test in the form of an interview (in the Russian/English languages) is conducted.

Foreign citizens from far abroad and Turkmenistan are invited after the payment of the preliminary contract to the account of RUDN University / branch is confirmed before the arrival of the foreign citizen at RUDN University.

The admission of foreign citizens to the full-time and part-time modes of education shall be carried out in time until October 1, 2024, on the part-time form of education in time until December 1, 2024.

Enrollment of foreign citizens to the Faculty of the Russian Language and General Educational Disciplines (preparatory faculty) is carried out throughout the year.

Admission of foreign citizens and stateless persons to study in educational programs containing state secret information is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.
