The Temporary Residence Permit for Studying

Starting January 1, 2023, according to Section 10 of Article 6.2 of the Federal Law of July 25, 2022 No. 115-FZ “Concerning the Legal Status of Foreign Citizens in the Russian Federation”, foreign students in Russia will be able to receive a new type of document: The Temporary Residence Permit for Studying (abbreviated as TRPS).

The TRPS will allow foreign citizens to acquire the status of temporary residents in The Russian Federation during the period of their enrollment.

Students doing their bachelor’s, specialist’s, master’s degrees, as well as residency programs, assistantships/internships with state accreditation, or training programs for academic staff in graduate school (postgraduate Studying).

The Temporary Residence Permit for Studying, can only be issued to full-time students. In the event of switching to part-time, the TRPS will be canceled.

Part-time students will remain on the territory of the Russian Federation on the same grounds as before:

  • For foreign citizens arriving on visa-free basis, the migration card, with “studying” assigned as its main purpose, will remain the most important document;
  • For foreign citizens arriving on visa basis, the student visa will remain the most important document.

Part-time students can apply for the Temporary Residence Permit (abbreviated as TRP). Studying in the Russian Federation is one of the criteria for receiving the TRP.

Unlike other categories of foreign citizens with TRP, foreign students with TRPS will not need to verify it.

 

NOTE!

After receiving the TRPS, the student cannot remain outside the Russian Federation for a period longer than 6 months per year.

After submitting the documents for the TRPS, the student will be given a certificate that proves the fact of applying.

Once granted, the TRPS will be found in the form of a stamp on the passport of the foreign citizen, and the multiple-entry visa will be renewed according to the validity of the permit.

If denied, the foreign citizen will be notified accordingly.
