Intelligent systems for adaptive control of traffic flows of various types are constantly being upgraded in terms of methods, approaches and algorithms based on the technological development of IT infrastructure. One of the most important scientific and technical problems solved in the design of adaptive traffic control systems is the task of developing a method for constructing a system of one type or another for various sections of the road network.

In this report an applied method for building distributed control systems for adaptive control of traffic flows under conditions of a dynamically changing traffic load is proposed, which analyzes the initial data and develops the necessary elements of a distributed control system and their characteristics, namely: the control system is built from a set of ready-made elements, the formation of quantitative and qualitative characteristics of which occurs depending on their location on the road network section. And also different from the existing methods of system development in the concept of event-related automatic models and the formation of control actions on the control object as a result of the interaction of elements of a distributed system with each other.
